Why do they discriminate disabled people?

Welfare Center in Esashi, Hokkaido, Japan forced disabled patients to have sterilization surgery, when they are coupled.

Welfare Center run by Welfare corporation "Asunaro Welfare Group"(Headed by Hidetoshi Higuchi) in Esashi, Hokkaido turned out to have forced intellectually disabled couples to have sterilization surgery such as pipe cut surgery for males and contraceptive vaginal ring for females, if the couples offer to live together or marry.
