Hong Kong relaxes Covid rules for tour groups

If tourists are barred from entering theme parks ,museums, and restaurants, there will be nowhere they can enjoy. So, no quarantine after entering Hong Kong doesn't make sense for most of the visitors. (It doesn't puzzle me. That's because my main purpose to visit Hong Kong is to ride on a train or to take a picture of railways)
