The 'tombstone village' built by Korean refugees on a Japanese cemetery

It's interesting to know that tombstones of Japanese cemetery before World War 2 still exists in South Korea.
I thought it must have been intentionally broken by extremists to erase history of Japan's colonization.
But, I wonder why there hasn't been Japan's family who has dead relatives in the cemetery.
There should have been such families who criticize destruction of the cemetery.
