Japanese traction package to equip French inter-city trains

It's interesting to see loco-hauled trains are replaced with EMUs. Among Japan's railfans, it has been common that long-distance trains in Europe are mainly loco-hauled trains, while the ones in Japan are EMUs.
I wonder why SNCF wants to install EMUs, instead of loco-hauled trains.
