It rains a little in Zhengzhou. That would be why the city couldn't deal with torrential rain.
Climate Change affects elsewhere around the world. For example, Hokkaido is famous as an area where nearly 75% of the houses do not own air-conditioning system. But, heat wave hit some autonomous units in Hokkaido, and 35℃ was recorded there.
So, with climate change, dramatic change of the infrastructure will be needed.
