30 years of high-speed rail in Germany – the ICE celebrates its birthday

I wonder why maximum speed of ICE4 is not higher than ICE3. The former one runs at 250 km/h(265km/h in the future), while the latter one runs at 300 km/h.
Though ICE4 focuses on expansion of ICE networks, maximum speed should have been kept.
