Why is it necessary to change structure of the vehicle-oriented city to promote more people to use trains?

When I visited Dallas 4 years ago, I thought that it is mysterious to see many LRT trains in the vehicle-oriented city. I guess it would be inconvenient for people to use the train in the case that the structure of the city itself is designed for vehicle users, even if train frequency is enough high. For example, who wants to walk on huge parking lots from the nearest station to go somewhere?
