I think that Chinese Communist Party wouldn't admit allegation about genocide in Xinjiang, even if third parties show an evident report on the genocide. The Party may want to brainwash all of the citizens in Xinjiang to remove possibility of the independence movement by Islamic people. Until it's finalized, they won't admit and we won't be able to know the entire fact.
