Homeless people at BART or MUNI stations must be rescued. When I visited San Francisco 9 years ago, I saw many homeless people there. One homeless threw a stick to me at a MUNI station. And, at another station, a homeless man begged money from one of acquaintances, and was spitting after he was rejected.
So, their attitudes are threat even for many passengers. It can be a reason for focusing to rescue homeless.
