China has 8 million blind people, but only 200 guide dogs

After reading this article, I found the reason why I've never seen blind people with guide dogs in China.
As is often the case with developing countries, welfare for handicapped people is not sufficient.
But, China can afford to support them, considering economic growth. So, the country should expand welfare for them.
