Why don't you see full revival of Suin Line?

Suin Line stands for Suwon-Incheon Line. There used to be a narrow gauge railway between Suwon and Incheon. But, rehabilitation work to convert to 1435 mm gauge forced the conventional line to gradually suspend its operation by 1995.
It took 25 years to see full revival of the railway.
