Manner of reclining seats is difficult to define. In Japan, it's widely believed that those who want to recline seats are supposed to get approval from passengers behind them. But, some complain that we should take it for granted to recline seats without those behaviors.
When I boarded a night bus, announcement advised passengers to recline seats on
scheduled sleeping time. Authorization by someone seems to be required to recline seats.
