China has many neighbouring areas which are claimed by other countries.
Kashmir is one of them, and one of the areas where sudden battles can happen.
So, it's understandable that President Xi would like to deal with it delicately.
But, what made it complicated is India's decision to deprive the area of its autonomy. It's not good to do something politically on disputed area. Those who did it firstly tend to be criticized by third parties.
