New Delhi is choking on smog and there's no end in sight

When I visited India 5 years ago, smog was also heavy. Then, I thought it would be generated by gas emission from tons of vehicles which are bad at fuel efficiency. But, the article says "Much of smog is generated by crop burning."
And also, I've seen an article reporting haze in Singapore is generated by crop burning in Indonesia.
So, rather than restrictions on vehicles, modernization of agriculture would be more effective for solving smog issues.
