Why did they gather at the stations?

Yesterday, JR East announced disruption of train services until later than 8a.m.
Despite its warning, some passengers rushed to their nearest stations. For example, JR East restricted entry into Nishi-Funabashi Station at 5:30, which was 30 mins after the storm made landfall in Chiba.
I wonder why they rushed to the stations, despite its announcement.
