Why is it difficult to connect tram lines?

Amid completion of connecting of tram line separated between north and south, Toyama City prepares budget for extension of tracks and commemorative ceremony

Toyama City is going to finalize jointing act of northern and southern tram networks separated by Toyama station, which is now being built to make it viaduct.
Conventional trains will be renovated and tracks of Toyama LRT will be extended by 90 meters to allow both of Toyama LRT on northern side and Toyama Chiho Railway's tram on southern side can begin through service mutually by March, 2019.

Before opening, it will be announced publicly by holding several events.

2.84 billion Yen as the involved budget was added to budget of the new fiscal year.
Compared with 2018, it increased by 540 million Yen. Extension work of the tracks under former JR line has began last August
Extension work from the northern side to that point will begin.
Signalling systems and informational systems will be improved.

To improve usability, new tram station will be added on city road "Toyama Station North Line", also known as "Boulevard".

The new tram station will be located near intermediate point between Toyama station and Intec Honshamae station, whose distance is 490 meters.
By designing the station in 2019, it will be completed in 2020 at the earliest pace. Construction work of Eirakucho Station will also be commenced between Intec Honshamae station and Okuda Chugakkomae station in 2019.

 Promoting events before opening, when opening, and when the first train departs will be planned.

Through boarding experience of more useful tram and hanging out the city, Toyama City aims to let citizens realize effects of "compact city act" led by the autonomous government.
In an interview about the budget plan, Toyama's Mayor of Masashi Mori said "When it opens, we would like to carry out events decently to let more people use the tram from the opening date."

At a glance, it seems to be easy to extend tram line by 90 meters.
But, it will take much time to remove conventional Toyama Station on the ground level lying between north side and south side.
