Why don't you prepare for the biggest storms?

Though Typhoon "Jebi" was broadcasted as the most intense typhoon over the past 30 years, the typhoon "Mangkhut" became the most intense typhoon over the past 30 years.
Unlike the former typhoon, the latter hit areas where intense typhoons surge frequently. So, residents on the expected route are prepared for disaster. For example, Hong Kongers pasted tape on windows on their own houses to mitigate damage of broken glasses.
I didn't see such a preparation when the typhoon "Jebi" devastated Kansai Area 2 weeks ago.
With more intense typhoons hitting mid-latitude areas among global warming, it's important for them to learn from residents on common typhoon routes.
