Even if there are no ISIS militants entering Philippines, Muslims in Philippines who feel like being surpressed by Christians can sympathize with ISIS.
So, for Philippino government, it's important to allow southern part of the country to reign themselves to an extent as well as attacking ISIS militants.
The countries that have multiple kinds of religious majorities have to think about how to make them feel farely treated. If a government collapse that balance, terror like ISIS will strike the country.
