Tunnel will be better than bridge. When strong wind blows through bridge, trains or roads are easily to be disrupted.
Furthermore, I think the tunnel is meaningful in terms of connection with European continent without traversing Russia. It means Grand transportation between Finland and European continent won't depend on Russian political unstability.
