The word "longest" does not mean the distance the train runs on, but the length of the train sets. According to the article, the longest train can reduce the operating cost, compared with shorter train sets.
But, in case of running over railroad crossing, it will be the problem that the road which crosses the rail line is disrupted for a long time. I don't know how to solve it. Though constructing overpass or underpass will be one of the solutions, it will cost a lot.
