Free pre-peak travel in Singapore to end

In Singapore, it's interesting that pre-peak free pass campaign just contributed 7% shift from peak hour to pre-peak hour . It means just passengers increased by 20-30% during pre-peak hour.
On the other hand, in Japan, Tokyu implemented free ride campaign on Ikegami Line on October 9, the number of passengers increased by 270%.
Judging from this difference, Singapore LTA should have examined effects of free pass campaign during evening for commuters' round trip.
