Japan has territorial issues with all the neighboring countries. And, what's the worse, all the neighboring countries except for Russia have territorial issues with all the neighboring countries.
The reason why Russia doesn't have territorial disputes with Central Asian countries like Kazakhstan is that they were parts of Soviet Union.
It means ignited nationalism in each country directed its government to expand territories.
I don't have an idea to solve this problem.
