I'm surprised that the time before 7:45 is not considered as peak hours in Singapore. But, in Japan, peak hours usually begins at 7:00. And, because some people take trains after 5:00 or 6:00, 6:00-7:00 is often considered to be pre-peak hours.
It implies how much time Japanese people spend for commuting. My English teacher once said "Long commuting time in Japan shows inefficiency of Japan."
But, I don't think so. Passengers can use their commuting time for various tasks such as studying, playing games, or watching movies.
