According to the article, one of the victims said "The government ignores us."
Of course, the government intends to ignore them. Generally speaking, the reasons why this happens are
・The rescue doesn't have a way to access the area due to disruption of roads
・The rescue can't afford to go there to help
・The rescue doesn't grasp the damaged situation.
I don't know which one caused the phenomenon.
But, The third reason may be prevented by drawing hazard maps.
