I think a leader of a country is supposed to meet active politicians when he/she plans to visit foreign countries officially. But, Mr Mandela is not the active politician now. So, Mr Obama doesn't have to meet him.
I don't like mass media take it for granted that Mr Obama has to meet anti-apartheid members whenever he visits Africa.
