Basically, the richer a country is, the stricter immigration law becomes.
In this way, the reputation of strict labor policies indicates how rich Singapore is.
Then, reputation won't be bad.

But, if this reputation make foreign employees discouraged to work at Singapore, it may lead to lower abilities of foreign workers in Singapore.

I don't know which factor is more effective.
