This festival is also held in Osaka, Japan. Those who can't afford to go to the festival in Germany participate in the party. So,even if participants notice they lost something after the day , it will be easier for them to go back to the venue to reclaim belongings.
But, I've seen an advertisement of the festival included a picture on which some European people were posed. Then, the situation will be similar to that in Germany.
