It is often discussed that chilren under certain age shouldn't be judged. Officially, "Children should not be judged to ensure the possibility of going out into the world." is the common phrase. But, I think the genuine reason is that it will cost our government a lot to monitor children in prison, and that it won't be cost-effective to spend budget on keeping children in prison to make them grow healthily.
I wonder Maine State can afford to spend budget on growing the 10-year-old girl.
