Osaka Restoration Association, led by the new mayor Toru Hashimoto, decided to set the base fare as 190 Yen by discounting 10 Yen on the next April.
Because his manifesto included privatization of Osaka Municipal Subway, he aims at showing off the effects of his revolutional policy by discounting before privatization.
According to exectives of Osaka Restoration Association, they will implement 10 Yen discount on the next April. After completing the restoration and privatization of management, they plan t discount more 10 Yen.
The current base fare of Osaka Municipal Subway is 200 Yen, 50 Yen more expensive than that of other private railway companies and 40 Yen more expensive than that of Tokyo Metro, privatized in 2004. Exectives of Osaka Restoration Association say "The new mayor will make citizens realize the discount ,and the following discount after privatization will make citizens realize the effects of his revolutional policy again."

I agree with the discount. But, the discount should be implemented only along the lines competing with private railways. I mean that "special fare", which has no relation with the distance, should be introduced. "Special fare" has already been introduced in JR West.
