We can use Pitapa card on all the bus routes in Osaka district by this extension.
It seems strange that Pitapa card area was expanded from the place distant from Osaka.
Propably, the company decided to test in Kyoto area at first because the high density of bus routes in Osaka needs a large investment.
Otherwise, the company did it on purpose ,because the company thought that the earlier introduction of Pitapa card would overwhelm Kyoto Municipal Bus, which is sheduled to introduce Pitapa card in the far future.

The buses run through Ritsumeikan university operated by Keihan Uji Bus Co.Ltd and Keihan Kyoto Bus Co.Ltd do not accept surutto KANSAI nor Pitapa card nor ICOCA card.I knew it by the official website of Keihan Bus Co.Ltd.
Judging from the bus route that does not accept commuter's tickets ,I think that is because the bus route is not regarded as the formal bus route.
