Why did Kenya outsource railway construction?

www.bbc.com

1 local train and 1 express train per day on Nairobi-Mombasa Railway seem to be extremely less than its demand.
And, maximum speed of 120km/h is not surprising technology. I can understand that the maximum speed was lowered, because China was requested to carry out track-laying with cheaper budget. But, it won't need special technology.
I wonder why authorities in Kenya decided to ask China to build railways.

Considering the fact that a few railway lines around the world install autonomous trains, it's easy to imagine how difficult it is to install autonomous vehicles on public roads, where many kinds of unexpected events would happen.
Unlike railway systems, there would be much more chances of animals' or human's trespassing, disruption of roads, and crash with carelessly driving cars.
There would be a long way to solve such problems.

Diabetes is not only bad effect of working longer time, but mental disorder is also potential disease caused by working longer time.
It's time to tackle the issue.

This metro will serve as airport railway. Currently, those who don't have their own vehicles have to take rip-off taxi or walk all the way to the jeepney stop, which is difficult for visitors to find. But, after opening of the metro, passengers won't be annoyed by them.

Why did they imitate Marina Bay Sands?

China's 'horizontal skyscraper' attraction nears completion
https://edition.cnn.com/travel/article/raffles-city-chongqing-horizontal-skyscraper/index.html

When I saw the picture of the building, it reminded me of Marina Bay Sands in Singapore. Both of the buildings have the arch on top of the buildings, which connects each building.
Furthermore, the name "Raffle's City" is similar to Raffle's Place in Singapore, though I don't know the relationship.
