Why does China want to build mid-speed rails in South Asia and Africa?

Considering that China has built high speed rails rapidly, it's strange that the country wants to build mid-speed rails ranging from 100km/h to 140km/h in developing countries. Surely, those countries want to build mass transportation with lower cost. But, speed is not mandatory here. To live up to such demand, China must have decided to prioritize mid-speed rails.

When those countries can afford to build high speed rails, which country can win bidding race?
