I guess it would be feasible, if the tram network is huge enough to create demands. But, if there are a few tram lines in the network, there should be low demands. Furthermore, the restriction of forbidding passengers from boarding the train with parcels raises its cost to transport parcels. They should have allowed passengers to board the train.
