I guess one of the reasons why some people want to increase upper limit of the working hours is to rescue people who work for more than 52 hours per week, but not paid for the hours they work for in order to conceal that they violate the current limit of 52 hours per week.
If the upper limit is raised to 69 hours a week, they will be paid at least up to 69 hours a
week.
