It's often the case with general people to see everything as a unit of country, prefecture, or the name of disaster.
For example, when East Japan Earthquake happened, many foreigners tried to flee from Japan due to accidents in nuclear power plant. But, the actual damaged area is within 30km of the plant, while those foreigners think the country itself is dangerous.
