Why Japan has so many ‘never travelers’

Even before pandemic, Japanese used to be inner-looking society. They were complaining about the skyrocketing number of inbound tourists, though they contribute to boosting Japanese economy. (And also, they can't come up with decent alternative plan for boosting economy)
