Trams to be produced in Latvia

It's the first time for me to hear that there is a plant to manufacture rolling stocks in Latvia.
Since the country lies between West Europe and East Europe, both of which have many tram lines, there must be an opportunity for the tram plant in Latvia to sell rolling stocks.
