Basically, where Caucasian people have lived since more than 4 hundreds years ago are comparatively cooler. So, I guess people are stick to heating systems rather than cooling systems.
On the other hand, global warming and heat island phenomenon are turning over the situation.
More and more US states will need to aid cooling systems for the poor. Otherwise, they will be killed by climate change.
