Even if South Africa isn't the country consists of multiple ethnic groups, it would have been impossible to avoid backlash. That's because there are many people who can't speak main language spoken in countries where their nationalities are located in this global age.
To rule out counterfeit passports, other certificates like driver license or resident card may be much more effective than checking ability of Afrikaans.
