Why isn't it high ridership?

Leisure travellers return to rail as bank holiday traffic exceeds pre-pandemic level

It's not surprising that rail journeys in UK reached a high of 66% of pre-pandemic levels. When we see ridership of Japan Railway Central, ridership around Nagoya is ranging from 61% to 75% of pre-pandemic levels. So, it doesn't symbolize recovery from pandemic, judging from the ridership in Japan under 4th wave and 5th wave and under restriction of social behaviors.
But, these waves in Japan are not worthwhile scaring, because death toll per population in Japan is much smaller than that in UK under no restriction.
