To earn from tourists riding on elephants, local people try to have elephants work for longer time or try to sell ivories. These activities can lead to exhaustion of elephants or the decreasing elephants.
So, in order to limit the number of tourists riding on elephants, the local government should administer people dealing with elephants by launching laws to punish overuse
of elephants.
