How overtourism killed spontaneous travel

It would be disappointing for travelers whose main purpose is to see historical arts or facilities.
But, I can't come up with what to do about overcrowding in museums.
The only way would be creating 'fast pass tickets' to accept spontaneous travelers. The tickets have to be much more expensive than regular tickets.
