Australia's sixth PM in a decade. Why does it seem so ungovernable?

If a prime minister commit a crime legitimately, he/she must be punished ,and should be oustered from its position.
But, if the prime minister just violate hidden rules or morale, he won't be worthwhile being oustered as far as what he did doesn't have anything to do with politics.
Though it's not good to let one man stay in the leader for more than 10 years, it will lack consistency of the country while leaders change every year.
