Nationwide transport smart card to be launched

Unification of transportation cards in one country is going on elsewhere.
But, I've never heard unification of them between a couple of countries.
I guess it's barred by difference of currency. Then, it seems to be possible to carry it out in EU.
I wonder why it's not realized.
