According to the article, an example of solutions on low income and lack of job is road renovation. Though it's true that it can create jobs and unemployment rate will be improved, it is just temporal effect. Once the renovation project ends, the town will go back to what it is.
So, sustainable methods are needed to boost the local economy. For example, launching entertainment facilities or tourist attraction can be an economic booster, because it makes people out of the town come to the town for a long time.
