Hainan: Is this where Hawaii meets Dubai?

Though Hainan is often treated as Hawaii of China, I've never heard that my acquaintance went on a trip to Hainan for the purpose of staying along beach.
Hainan doesn't seem to be famous at least in Japan.
So, it's reasonable plan to modify Hainan like Dubai to make Hainan much more famous. Luxurious facilities would lure attention of Japan's mass media.
