On a TV program, I've seen a commentator said "The number of dolphins in the sea is maintained or increased. So, outrage of Western countries does not reflect the fact!"
But, when we take it into consideration that the TV program is for conservative people in Japan, we can't trust the statement without doubts.
If the ecosystem is affected by excessive capturing of dolphins, the traditional hunting must be restricted. Otherwise, there is no reason to blame the convention.
