Monetary problems inside railway companies may cause to spend less money on maintaining rural rail lines.
Rural rail lines owned by JR West in West Japan are typical examples.
Since the company can't afford to pay for employees working during midnight, some rural lines in this area stop train operations during daytime to inspect the rail lines then.
What JR West does is a safe way to keep safety of rail lines. But, I wonder there are cheaper ways to keep train services without reducing maintenance level.
