Before reading the article, I wondered which public transport company began strike. The company wasn't MUNI, but BART.
Since BART plays a role in carrying passengers between suburbs and downtown of San Francisco, alternative transportations along BART lines must have had too many passengers. Unlike major private railways in Japan, BART doesn't have a competitive railway company. So, city authorities in San Francisco will need alternative transportations in case of suspension of BART operation.
