I think Philippine's response was good enough, compared with China's response when Chinese fishermen violated Korean waters and killed a policeman of Korean Coast Guard. As far as I know, Chinese authority hasn't yet apologized officially.
But, Philippine showed the quick response, though the incident was not on purpose.
Taiwanese authority should have forgiven Philippine, even in the case of unofficial apology.
